George Schutter is an accomplished leader with broad experience in diverse environments in operations, strategy, business development, and executive leadership as well as deep experience in the fields of finance, procurement, and contracts.
Mr. Schutter is currently the Chief Procurement Officer (CPO) for the District of Columbia where he leads the DC Office of Contracting and Procurement (OCP) and oversees over $5.6 billion worth of acquisitions for over 76 District agencies.
I’m an honorably discharged Veteran and a career Contracting, Procurement and Supply Chain professional with more than 20 years’ experience in Contract Management, Supply Chain Management; Subcontract Administration, Purchasing Management, Materials Management, Project Management, Strategic Planning, and Supplier Diversity. I’m a Certified Federal Contracts Manager (CFCM) and a Certified Commercial Contracts Manager. (CCCM)

Dave Gragan is OCP’s Chief Learning Officer. He has served as the director of OCP, and as the Chief Procurement Officer of the states of Indiana and Texas, and of the Federal Consumer Financial Protection Bureau. Dave began his professional journey as a Marine Corps signals intelligence and electronic warfare officer, serving in command, staff, and faculty assignments around the globe.
On August 21, 2020, Dover Motorsports, Inc. named Erik A. Moses President of Nashville Superspeedway, becoming the first Black person to hold that title at any NASCAR track in the sport’s history. Moses is leading the efforts to reopen and revitalize the Nashville Superspeedway – originally opened in 2001 but dormant since 2011. The sold-out inaugural Ally 400 on Father’s Day 2021 marked the first NASCAR Cup Series race for the Lebanon, Tennessee based facility, the first Cup Series race in the Nashville market since 1984 and the first full grandstand sellout for NASCAR since the COVID-19 pandemic.
Bill Sharp has returned to the District of Columbia’s Office of Contracting and Procurement (OCP) as the Chief Contracting Officer for Infrastructure, after stints at the Washington Metropolitan Area Transit Authority and in the Federal government. Mr. Sharp brings over 30 years of procurement, academic and leadership experience from both the private and public sectors.
William (Pete) Teague is the OCP Ombudsman. He is responsible for providing contractors and vendors a voice into DC Government to help resolve their concerns with District contracting and procurement actions. Mr. Teague has over 30 years of Private and Public Sector experience in Procurement Management, Product Management and Economic Development.
Lauren Adkins manages the Business Opportunities Division of the DC Department of Small and Local Business Development (DSLBD). Ms. Adkins helps small businesses sell their goods and services to DC Government, partner organizations, and the private sector. DSLBD also works with District agencies to help them find more ways to include CBEs in procurements.
Jordan Henson leads NASPO’s accredited education program, Procurement University, to deliver a multi-faceted education platform to procurement professionals around the country. Procurement U offers industry leading eLearning courses, instructor-led trainings, and other professional development resources.
Courtney B Lattimore serves as the Chief Contracting Officer for the Public Works and Fleet Services cluster with procurement oversight for the Department of Energy and Environment and the Department of Public Works.
Courtney has been with the Office of Contracting and Procurement for nearly 16 years; beginning her career as a Contract Specialist. Courtney is a graduate of The George Washington University Institute for Regional Excellence where she obtained her Certified Public Manager designation.
Wendell Atkinson serves as OCP’s Chief Contracting Officer for Public Safety and Districtwide Acquisitions. He has over 15 years of experience in contracting serving in leadership roles with local, state, federal, and District of Columbia agencies. Wendell has a wealth of procurement knowledge, and serves as an adjunct professor of contracting for the University of the District of Columbia.
LaTalya Palmer is a Deputy Chief Contracting Officer for OCP’s Health & Human Services Cluster serving the Department of Human Services, where she oversees procurements that impact the District’s vulnerable homeless population. She’s been with OCP for approximately 7 years. Prior to joining OCP, LaTalya served at the Library of Congress for 10 years.
Nancy Hapeman currently serves as the Deputy Chief Procurement Officer for the District of Columbia Office of Contracting and Procurement. Previously, she served as General Counsel for the Office of Contracting and Procurement, a position she held since November 1997. She also served as an assistant general counsel for the Office of the Chief Financial Officer for approximately two years. Ms. Hapeman started with the District government as an assistant corporation counsel for the D.C. Office of the Corporation Counsel and worked on procurement matters there for 10 years.
She is a graduate of the Center for Excellence in Municipal Management and participated in the Senior Executives in State and Local Government Program, July 2000, at the John F. Kennedy School of Government, Harvard University. She holds a JD from The George Washington University and a BA from the University of Rochester.
